Lake Macquarie Council has denied handing out fines to youths caught breaking into the Swansea skate park facility.
Builders raised safety concerns during construction, prompting a warning for eager users to stay off for now.
But patrols of the area haven’t been working.
The $700,000 project, which was first proposed 10 years ago, will be operational by the end of the week, and officially opened on March 5.
