Coffs Harbour councillors have voted down a plans for a 39-lot subdivision just north of Emerald Beach, despite staff recommending the project for approval.
The decision has been welcomed by residents, with council receiving more than 200 objections.
But the developer says 95 per cent of the community wants the project to go ahead and he is now considering appealing council’s decision.
