A long awaited council vote on the Jetty Foreshore redevelopment in Coffs Harbour is expected tomorrow night.
The concept plan attracted over 1000 submissions from the public after it went on display for three months.
Council staff have recommended the city should borrow $2.6 million over 10 years for the project, currently estimated to cost $12.6 million dollars.
Council is also seeking government funding.
