An investigation by the Department of Human Services has found 40 per cent of Coffs Harbour people on welfare, reviewed as part of the operation, owe money to the Commonwealth.
Cowper MP, Luke Hartsuyker, says there is no reason why anyone should be taking advantage of the system.
