The state government says it will not make lifejackets compulsory for rock fishermen.
Six people, including five at Catherine Hill Bay, have died in the past week after being swept off rocks.
Primary Industries Minister, Steve Whan, says it would be unfair to force everyone to wear a lifejacket, and that people need to take responsibility for their own safety.
