Preliminary works are underway to transform the site of the Old Base Hospital in Coffs Harbour.
The land between Victoria Street and Harbour Drive has sat dormant for more than a decade.
Stage one of the new development will see 19 terrace houses built on a small portion of the site.
The property was sold to an investment group in 20-16.
