Tamworth Regional Council will consider rezoning the velodrome site at its final meeting of the year next Tuesday.
Earlier this year, council called for expressions of interest to purchase the Peel Street precinct, but it received just one submission.
The site looks set to be rezoned from a public recreational space to a commercial area.
The velodrome was the intended location for the Northern Inland Centre of Excellence.
