Other councillors say it’s too late, and it would be better to gauge public opinion after the event.

The logic here seems to be a little like this.
Someone is on their way to brake into my house and trash it. They have bypassed process’s and laws to do it. I and my family don’t want them to do it, but we will just sit back and let them do it, because they have put such a lot of work into planning it, we don’t want to hurt there feelings by not letting them trash our house. Hmmm.
