A controversial proposal to rezone 35-hectares of rural land at Skennars Head for a 500-lot residential development has gone on public exhibition.
The decision will be determined by the Northern Joint Regional Planning Panel after Ballina Shire Council refused the rezone.
Submissions close on July 29.
