Plans for a service centre along the Pacific Highway near West Ballina, have been lodged with council.
The joint regional planning panel will now assess the extensive proposal, which includes a 24 hour petrol station, food outlets and 150 carparks.
If approved, the $27 million project would create more than 100 jobs.
